Walmart Family Mobile Slow data speeds

I have been having slow data speed issues similar to this post Family Mobile data speeds.   I am currently using a Galaxy S3 t999 phone and have yet to get over .93mbps download speed with a highest up of .43mbps. I am currently at 800mb of usage of the 2.5gb plan and have yet to get a 3g speed. Several calls and tickets to the MYFAMILYMOBILE support group, resetting my connection to the tower, changing APN's, Verifying IMEI, etc, has ended with a response from them with the statement "based on my IMEI my phone does not use the 1900mhz frequency and therefore cannot get 3g from them".  Is this true? Does Walmart not use the 1900mhz band? This seems to be a bunk answer as my wife has the same issue, though she can seem to just break 1mbps with her t999-L LTE phone. I have taken this phone to a T-mobile shop and verified 14.82mbps with a T-mobile sim, so it's not the phone. I put the sim back in my old vibrant, still no 3g (it use to). The only thing I have not done is swap the Walmart sim with another known working Walmart sim to verify. When I hit my 3g limit last month the phone got throttled to 2g and the speed dropped to between .06 and .10 mbps, so I'm not supposedly throttled now. I am in a large metropolitan area, and the speed is the same anywhere I go.  Anyone else had this issue?

Anyone with a solve?
